RESTRICTIVE INTERMEDIATE PUNISHMENT

LEVEL III & IV OFFENDERS PROGRAM

Providing Intensive Case Management To Eligible Individuals, In Conjunction With Drug & Alcohol Treatment, In Cooperation With The Terms And Conditions Of Probation.

WHY WAS THE PROGRAM CREATED?

The Restrictive Intermediate Punishment for Level III & IV Offenders Program was created in order to address substance abuse problems, social service needs, and jail overcrowding in Armstrong & Indiana Counties.

HOW IS A PERSON ADMITTED INTO THE PROGRAM

Eligible individuals may be identified by probation, their lawyer and/or the district attorney's office.

Appropriate individuals must have an initial drug and alcohol assessment conducted by an SCA Care Manager. This assessment is to determine the most  appropriate level of care for drug and alcohol treatment.

The Administrative Care Manager will forward the recommendation to the referral source.

During sentencing, the Judge makes the decision to sentence the offender to the program or not.

If sentenced to the program, the client may go directly to the level of care recommended by the Administrative Care Manager.   *Length of treatment is dependent upon client progress in treatment as recommended by the therapist.

The Judge Reserves The Right To Refuse A Recommendation To The Program At Any Time.

2.  Drug & Alcohol Treatment

3.  Probation

All three have specific duties, but operate as a triage to provide offenders with needed services. Regular contact will be maintained between case management, treatment and probation to continually review the client's progress.

WHAT CAN INTENSIVE CASE MANAGEMENT OFFER?

The Intensive Case Manager (ICM) will complete an inventory of support services with each client. This includes engagement of the client in the case management program, an evaluation of their strengths and needs, and development of a service plan. The ICM will meet with the client on a more frequent basis as treatment intensity decreases.

THE ICM WILL ASSIST IN THE COORDINATION OF?

Any communication related to drug and alcohol treatment and case management will be in compliance with the state and federal drug and alcohol confidentiality regulations.

WHO PAYS FOR THE PROGRAM?

The Armstrong-Indiana Drug & Alcohol Commission pays the costs for treatment and case management for eligible individuals through a grant from the Pennsylvania Commission on Crime and Delinquency.
